It does not transfer property ownership or dictate domestic distribution contracts between private entities.
Duty Valuation
Financial obligations to customs authorities require accurate valuation of incoming fabric and finished apparel lots. The importer of record calculates duty payments based on transaction value and trade agreement eligibility criteria. Submitting incorrect HTS classifications or underreporting invoice values exposes the designated entity to financial penalties and shipment detention.
Maintaining audit-ready records of purchase orders and bills of lading remains a mandatory duty for five years following entry.

Authorities verify product safety and partner agency requirements prior to clearing goods for domestic distribution.
Responsibility Limit
Legal liability for trade compliance remains concentrated on the registered party regardless of third-party logistics arrangements. An importer of record cannot transfer statutory accountability to customs brokers or foreign suppliers through commercial contracts. Violations involving forced labor regulations or falsified origin certificates result in administrative sanctions directly against the entity listed on customs entries.
Accountability ends only after merchandise is formally released and all liquidations are finalized by border agencies.
